I have a tatacam camera with a solar panel already attached to it. Can I use that solar panel to this configuration

That small solar panel wont keep up with the demand of a Slow Glow Light. You'll need to get at least a 5w solar panel to leave your light out year-round, that small panel is likely only 1 or 2 watts so it wouldn't do much.
