They are heavy duty but I don't think they'll support 16 pounds in a boat environment. I'm afraid waves would make it difficult to keep things from moving around.
How much weight will one bracket hold T-Post Trail Camera Mount
I'm mounting solar panels 16 lbs on a pole going across my boat.
